Development Gateway: "How Best to achieve the MDGs? A first paper (Achieving the Millennium Development Goals: What's wrong with existing analytical models?) argues that existing approaches to achieving the MDGs are unreliable. In particular, estimates of the costs and benefits of alternative strategies derive from implausible and restrictive assumptions, often depend on poor quality data, and are presented without adequate recognition of the presence of uncertainties concerning the future. A second article (Peer and Partner Review: A Practical Approach to Achieving the MDGs) offers an alternative approach to strategic planning for the MDGs that could be implemented through a process of periodic peer-and-partner review. While the arguments developed in each paper can be read separately, these articles should be considered as companions.
