Assistance Policy & Implementation Guidelines -- TAFREN

The document 'Assistance Policy & Implementation Guidelines for Housing & Township Development' by Tafren has been made available to the public. This document has been added to the Recoverlanka data portal. The assistance policy encourages Household-driven housing reconstruction.
Affected families living in areas eligible for construction will be provided phased cash grants and the construction process will be managed by the individual families themselves. This approach will assist the revival of local economies through the expansion of industry and the creation of jobs. The active involvement of re-constructing one's own home also plays an important role in post trauma healing.
In locations where construction is not allowed, the Government will identify land closest to the affected village and provide houses to affected families. As far as possible, the relocation process will attempt to keep communities intact.
Definition of the buffer zone, types of construction allowed within the buffer zone, exemptions pertaining to Hospitality, Fisheries industries etc. are speltout along with the beneficiary selection process. This process which is a three staged process, will include a damage assesment and verification survey, publication of preliminary and resolution grivences and finally the issuence of beneficiary certificates. Facilitation of Multi Donar assistance and Financial Assistance Schemes for the housing reconstruction are also addressed.
